Concern was raised by numerous stakeholders during July and August over the future of the eastern leg of HS2, from the West Midlands to Leeds. It followed the continuing delay to publication of the Integrated Rail Plan (IRP), setting out the phasing of Phase 2b of HS2 alongside other schemes such as Northern Powerhouse Rail and Midlands Engine Rail.
