For a reality check, following up a particularly egregious example of historical air-brushing in a hearing of the House of Commons Transport Committee, I went back to the 2009 Network Rail Electrification Route Utilisation Strategy (RUS).This confirmed that, far from being bounced into an unknown quantity with the Adonis electrification programme, Network Rail had a clear idea of what was happening.

However, rereading the RUS provided the answer to something I had been mulling over for some time – how to prioritise the rolling programme on the basis of its contribution to decarbonisation, rather than the business case alone. The box describes the conversion ratio proposed in the RUS.
