Making the trains RUN ON TIME

How should we measure train punctuality? The Rail Delivery Group has announced that in future the more stringent right time measure will be used alongside the familiar Public Performance Measure (PPM) to record passenger service punctuality (p13, last month). Under PPM, services are deemed to be ‘on time’ if they arrive at their destination within five minutes of the scheduled destination arrival time for commuter and regional services, or within 10 minutes for long-distance operators.
