Putting passengers first

From the Castlefield corridor to preparing for HS2, Network Rail’s devolved structure is paying dividends, North West & Central MD TIM SHOVELLER tells PHILIP SHERRATT, as the other regional MDs explain in brief the benefits on their own patches

Network Rail’s restructuring is complete. The ‘Putting Passengers First’ programme, introduced by Chief Executive Andrew Haines after he joined the organisation in 2018, has prompted a change of focus.

A new structure of Regions and Routes has been introduced, devolving responsibility for decision-making away from the centre of the organisation. Functions previously managed from the centre, such as the Infrastructure Projects division and strategic planning, are now the responsibility of these Regions and Routes. As North West & Central (NW&C) Region MD Tim Shoveller states, ‘The regional teams and MDs have ownership and are accountable for delivery to passenger and freight customers’.
