Signalling market ‘not competitive enough’ says ORR

The Office of Rail and Road says the UK railway signalling market is not competitive enough and that more suppliers are needed. The findings are contained in its signalling market study, publishing on 9 November. It makes five recommendations to try and increase competition and provide better value to the railway.

First on the list is increased regulatory oversight of outcomes in the signalling market with a view to increased transparency. This would provide insight into whether the market has become more or less competitive and what impact on costs there has been as a result.
