We have learned from the television series Yes, Minister that a government review should be commissioned only once you have decided upon the recommendations you expect the review to generate. In the case of the rail review under independent Chairman Keith Williams, even the wily mandarins appear to been nonplussed by the current state of the railway they created with the 1993 Railways Act – now a quarter of a century ago.
