NAO: EWR case does not rest on BCR alone

The National Audit Office says that although the benefit – cost ratio of East West Rail is poor, it does not include strategic and indirect impacts that cannot be monetised, and that the Department for Transport concludes that there is a strong strategic need for the project.

Its investigation was prompted by North East Bedfordshire MP Richard Fuller, who raised concerns about the business case and strategic need for the project.
